Expert from the Moscow Analytical Center at the BRICS Heads of Statistical Agencies Meeting in India

As part of the 18th meeting of the heads of the national statistical services of the BRICS countries, Elena Zarova, Deputy Head of the Strategic Analysis Department at the Moscow Analytical Center, Doctor of Economic Sciences, and Professor, presented a report of the results of a pilot project to develop a system of indicators for assessing the progress of BRICS member countries.

The event took place on August 3–4 in Lucknow, India.

The key feature of the project is the use of artificial intelligence to analyze BRICS strategic documents and the United Nations Sustainable Development Goals. This semantic analysis made it possible to identify the semantic structure of countries’ priorities and link them to official statistical indicators.

The development, led by Elena Zarova, is significant for both international and municipal statistics, particularly for assessing the development of Moscow.

The proposed system allows for:

  • A comprehensive assessment of the achievement of BRICS strategic goals;
  • Measuring each country’s contribution to common goals, which facilitates a fair distribution of responsibility;
  • Utilizing existing official data without the need for additional surveys or information gathering.

This approach demonstrates the system’s readiness for implementation and opens up new opportunities for effective strategic planning.

Following the event, Elena’s participation was highly appreciated in a letter of thanks, which noted that her presentation made a significant contribution to the discussions by providing practical experience in creating AI-ready data systems. It was highlighted that her case study helped participants identify key common lessons, such as the importance of a solid information base, system interoperability, and institutional alignment for long-term success. Organizers also expressed their sincere gratitude to Elena for her punctuality, flexibility in coordination, and valuable contribution, which helped make the event a success.
